Compute the electric for the static current-carrying wire segments.

If the wire is closed, there is no electric field, but if it is an open wire,

Parameters:

xyz(…, 3) numpy.ndarray xyz

gridded locations at which we are calculating the electric field

Returns:

(…, 3) numpy.ndarray

The electric field y at each observation location in T.
